2. Your decision was that Mr. Stephens is entitled to compensation either by making up the difference with the thirty feet slice from Witty Street, or by a money payment; and you inform me that, under the circumstances, you think this Government should give Mr. Stephens liberal treatment, and not measure too closely the market value of the land in calculating any money compensation.
3. Accordingly, when Mr. Howard, Mr. Stephens' Attorney, wrote on the 4th ultimo, giving his views of the manner in which the dispute should be settled, I caused him to be informed that, if he would state the difference between the area mentioned in the Lease and that which Mr. Stephens actually possessed, ...
